They are found in the Decoration tab (tree icon), unlocked at a population of 1,400, under the Paths tab within the Decoration tab. I tried reseting the service points, deleteing and rebuilding them and repainting the entire pedestrian area but nothing works

If you've got regular roads within the zone, trash will not be collected from these buildings. Here we have 2 garbage trucks used for an area of 16k residents On the other hand, you pay a substantial amount of money per area. The area here costs almost 5k, AFAIK without counting any service buildings.

WebFeb 28, 2024 · AFAIK commercial buildings in pedestrian areas are unable to import goods at the moment, so yes it's a bug. Having sufficient generic industry in the city solves the problem.
